How to Create a PHP Website Wherein You Can Use a Telecommunication (Video Call) Process?

We have this kind of project wherein we need to create a social media site like facebook and twitter that has a telecommunication system, but we can't find a site that can explain or show how to create one. Do anyone know how or just even a site where I can look into. T_T
